ZO NOE sa na v\u00fdsledok pozer\u00e1 cez merate\u013en\u00e9 dopady: \u010do je <strong>z\u00e1konn\u00e9 minimum<\/strong>, \u010do je <strong>re\u00e1lny nad\u0161tandard<\/strong>, a \u010do z toho zamestnanec skuto\u010dne poc\u00edti v eur\u00e1ch. Pri prepo\u010dte na re\u00e1lne sumy sa ukazuje, \u017ee zna\u010dn\u00e1 \u010das\u0165 prezentovan\u00fdch \u201en\u00e1rastov\u201c je automatika z\u00e1kona alebo zmeny v centoch.<\/p>\n<p>Aby sa neviedla debata iba o percent\u00e1ch bez obsahu, pou\u017e\u00edvame jednoduch\u00e9 krit\u00e9rium:<\/p>\n<p><span style=\"color: #000080;\"><strong>\u201eSuma nad z\u00e1konn\u00fa povinnos\u0165\u201c = PKZ sadzba \u2212 z\u00e1konn\u00e9 minimum.<\/strong><\/span><br \/>\nAk je v\u00fdsledok <strong>0<\/strong>, nejde o vyjednan\u00fd \u00faspech, ale o splnenie z\u00e1konnej povinnosti.<\/p>\n<hr \/>\n<ul>\n<li>\n<h4><span style=\"color: #000080;\"><strong>Percent\u00e1 na z\u00e1konnom minime nie s\u00fa vyjednan\u00fd \u00faspech<\/strong><\/span><\/h4>\n<\/li>\n<\/ul>\n<p>V informa\u010dn\u00fdch materi\u00e1loch ZO ECHOZ sa opakovane uv\u00e1dzaj\u00fa percent\u00e1 pri pr\u00edplatkoch (napr. 12 %, 10 %, 9 %, 7 %, 6 %). Pri viacer\u00fdch polo\u017ek\u00e1ch v\u0161ak ide o re\u017eim, kde je sadzba nastaven\u00e1 na \u00farove\u0148 z\u00e1konn\u00e9ho minima, ktor\u00e9 sa automaticky men\u00ed pod\u013ea minim\u00e1lnej mzdy.<\/p>\n<p>Typicky ide o pr\u00edplatky za:<\/p>\n<ul>\n<li>no\u010dn\u00fa pr\u00e1cu,<\/li>\n<li>sobotu,<\/li>\n<li>nede\u013eu,<\/li>\n<li>s\u0165a\u017een\u00fd v\u00fdkon pr\u00e1ce.<\/li>\n<\/ul>\n<p>Ak je sadzba nastaven\u00e1 ako \u201epercento z minim\u00e1lnej hodinovej mzdy\u201c a zodpoved\u00e1 z\u00e1konn\u00e9mu minimu, potom je potrebn\u00e9 pomenova\u0165 fakt:<br \/>\n<span style=\"color: #ff0000;\"><strong>nejde o vybojovan\u00fd nad\u0161tandard, ale o automatick\u00e9 plnenie z\u00e1kona.<\/strong><\/span><\/p>\n<hr \/>\n<ul>\n<li>\n<h4><span style=\"color: #000080;\"><strong>Polo\u017eky mimo minima: rast je \u010dasto slab\u0161\u00ed ne\u017e v\u00fdvoj minima a mzdov\u00e9ho trendu<\/strong><\/span><\/h4>\n<\/li>\n<\/ul>\n<p>Pri polo\u017ek\u00e1ch, ktor\u00e9 nie s\u00fa priamo viazan\u00e9 na z\u00e1konn\u00e9 minimum (napr. odpolud\u0148aj\u0161ia zmena, pr\u00e1ce vo v\u00fd\u0161kach, PPN na NN\/VN), je rozhoduj\u00face porovnanie:<\/p>\n<p><span style=\"color: #000080;\"><strong>R\u00e1stli tieto polo\u017eky aspo\u0148 tak r\u00fdchlo ako minim\u00e1lna mzda a celkov\u00fd mzdov\u00fd trend?<\/strong><\/span><br \/>\nAk nie, v re\u00e1lnom porovnan\u00ed ide o zaost\u00e1vanie, aj ke\u010f nomin\u00e1lne pribudn\u00fa \u201ep\u00e1r centov\u201c.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-1085 aligncenter\" src=\"https:\/\/www.noveodbory.sk\/wp-content\/uploads\/2026\/01\/c1.png\" alt=\"\" width=\"813\" height=\"822\" srcset=\"https:\/\/www.noveodbory.sk\/wp-content\/uploads\/2026\/01\/c1.png 813w, https:\/\/www.noveodbory.sk\/wp-content\/uploads\/2026\/01\/c1-297x300.png 297w, https:\/\/www.noveodbory.sk\/wp-content\/uploads\/2026\/01\/c1-768x777.png 768w, https:\/\/www.noveodbory.sk\/wp-content\/uploads\/2026\/01\/c1-100x100.png 100w, https:\/\/www.noveodbory.sk\/wp-content\/uploads\/2026\/01\/c1-64x64.png 64w, https:\/\/www.noveodbory.sk\/wp-content\/uploads\/2026\/01\/c1-26x26.png 26w\" sizes=\"auto, (max-width: 813px) 100vw, 813px\" \/><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1086 aligncenter\" src=\"https:\/\/www.noveodbory.sk\/wp-content\/uploads\/2026\/01\/c2.png\" alt=\"\" width=\"580\" height=\"582\" srcset=\"https:\/\/www.noveodbory.sk\/wp-content\/uploads\/2026\/01\/c2.png 584w, https:\/\/www.noveodbory.sk\/wp-content\/uploads\/2026\/01\/c2-300x300.png 300w, https:\/\/www.noveodbory.sk\/wp-content\/uploads\/2026\/01\/c2-150x150.png 150w, https:\/\/www.noveodbory.sk\/wp-content\/uploads\/2026\/01\/c2-100x100.png 100w, https:\/\/www.noveodbory.sk\/wp-content\/uploads\/2026\/01\/c2-64x64.png 64w, https:\/\/www.noveodbory.sk\/wp-content\/uploads\/2026\/01\/c2-26x26.png 26w\" sizes=\"auto, (max-width: 580px) 100vw, 580px\" \/><\/p>\n<hr \/>\n<ul>\n<li>\n<h4><span style=\"color: #000080;\"><strong>Pracovn\u00e1 pohotovos\u0165: percent\u00e1 zakr\u00fdvaj\u00fa ve\u013emi n\u00edzky re\u00e1lny dopad<\/strong><\/span><\/h4>\n<\/li>\n<\/ul>\n<p>Pri pohotovostiach sa najlep\u0161ie uk\u00e1\u017ee rozdiel medzi \u201epercentom\u201c a realitou v eur\u00e1ch.<\/p>\n<p>Pri pohotovosti nad 100 hod\u00edn ro\u010dne vych\u00e1dzaj\u00fa zmeny v absol\u00fatnej hodnote ako centov\u00e9 nav\u00fd\u0161enia, ktor\u00e9 sa pri be\u017enom prepo\u010dte prejavia minim\u00e1lne (napr. desiatky centov za viac hod\u00edn, jednotky eur pri desiatkach a\u017e stovk\u00e1ch hod\u00edn).<\/p>\n<p>D\u00f4le\u017eit\u00fd je aj syst\u00e9mov\u00fd rozmer: v SSD existuj\u00fa pr\u00edpady extr\u00e9mne vysok\u00fdch objemov pohotovost\u00ed. ZO NOE dlhodobo zast\u00e1va postoj, \u017ee kolekt\u00edvna zmluva nem\u00e1 vytv\u00e1ra\u0165 motiv\u00e1ciu \u201edor\u00e1ba\u0165 si\u201c zdravie a vo\u013en\u00fd \u010das, ale m\u00e1 nastavi\u0165 d\u00f4stojn\u00e9 podmienky aj pri \u0161tandardnom re\u017eime pr\u00e1ce.<\/p>\n<p>V z\u00e1ujme f\u00e9rovosti je potrebn\u00e9 uzna\u0165, \u017ee <strong>plo\u0161n\u00e9 zv\u00fd\u0161enie z\u00e1kladn\u00fdch miezd o 4,5 % od 1. 1. 2026<\/strong> je jedin\u00fd bod, ktor\u00fd m\u00e1 priamy a okam\u017eit\u00fd dopad na mesa\u010dn\u00fa v\u00fdplatu v\u0161etk\u00fdch zamestnancov.<\/p>\n<p>Z\u00e1rove\u0148 plat\u00ed, \u017ee \u010fal\u0161ie prezentovan\u00e9 prvky s\u00fa bu\u010f selekt\u00edvne, alebo formulovan\u00e9 m\u00e4kko:<\/p>\n<ul>\n<li>individu\u00e1lny bal\u00edk (nie plo\u0161n\u00e1 garancia),<\/li>\n<li>\u201epr\u00eds\u013euby\u201c viazan\u00e9 na ekonomick\u00e9 ukazovatele bez pevne garantovanej sumy.<\/li>\n<\/ul>\n<p>Preto sa pr\u00e1ve rok 2026 redukuje na fakt: <strong>4,5 % je jadro v\u00fdsledku<\/strong> a v\u0161etko ostatn\u00e9 je bu\u010f z\u00e1konn\u00e1 automatika, alebo druhotn\u00e9 doplnky.<\/p>\n<hr \/>\n<ul>\n<li>\n<h4><span style=\"color: #000080;\"><strong>Infla\u010dn\u00fd mechanizmus na roky 2027 a 2028: krok spr\u00e1vnym smerom, ale slab\u00fd na z\u00e1kladn\u00fdch mzd\u00e1ch<\/strong><\/span><\/h4>\n<\/li>\n<\/ul>\n<p>V PKZ je pre roky 2027 a 2028 nastaven\u00fd mechanizmus valoriz\u00e1cie z\u00e1kladnej mzdy naviazan\u00fd na infl\u00e1ciu, pri\u010dom z\u00e1kladn\u00e9 mzdy maj\u00fa r\u00e1s\u0165 o <strong>infl\u00e1ciu (CPI) + 0,5 %<\/strong>.<\/p>\n<p>Z poh\u013eadu ZO NOE je korektn\u00e9 poveda\u0165:<\/p>\n<ul>\n<li><strong>pozit\u00edvne<\/strong> je, \u017ee vznik\u00e1 predv\u00eddate\u013en\u00fd \u201eautomat\u201c a nie je to ka\u017edoro\u010dne \u00faplne otvoren\u00e1 politick\u00e1 dohoda,<\/li>\n<li><strong>slab\u00e9<\/strong> je, \u017ee pri z\u00e1kladn\u00fdch mzd\u00e1ch ide len o infl\u00e1ciu + 0,5 %, teda sk\u00f4r o udr\u017eiavanie stavu ne\u017e o re\u00e1lne dobiehanie trhu pr\u00e1ce a dlhodob\u00fdch rozdielov.<\/li>\n<\/ul>\n<p>Z\u00e1rove\u0148 je zauj\u00edmav\u00e9, \u017ee pri niektor\u00fdch polo\u017ek\u00e1ch (napr. odpolud\u0148aj\u0161ia zmena a vybran\u00e9 n\u00e1hrady) je v PKZ pou\u017eit\u00fd priaznivej\u0161\u00ed vzorec (infl\u00e1cia + vy\u0161\u0161ia prir\u00e1\u017eka). Percent\u00e1 bez jasn\u00e9ho rozl\u00ed\u0161enia \u201ez\u00e1kon vs. nad\u0161tandard\u201c vytv\u00e1raj\u00fa dojem \u00faspechu, ktor\u00fd sa po prepo\u010dte do eur rozpad\u00e1.<\/p>\n<p>N\u00e1sledok tohto pr\u00edstupu je jednoduch\u00fd:<br \/>\n<span style=\"color: #ff0000;\"><strong>ak sa nevyjedn\u00e1va nad\u0161tandard a zakr\u00fdva sa to percentami na minime, prejav\u00ed sa to v pe\u0148a\u017eenk\u00e1ch v\u0161etk\u00fdch zamestnancov.<\/strong><\/span><\/p>\n<hr \/>\n<ul>\n<li>\n<h4><span style=\"color: #000080;\"><strong>Realita v prev\u00e1dzke: podstav, pre\u0165a\u017eenie a riziko pre zdravie aj bezpe\u010dnos\u0165<\/strong><\/span><\/h4>\n<\/li>\n<\/ul>\n<p>T\u00e9ma miezd v SSD nie je odtrhnut\u00e1 od reality v\u00fdkonu pr\u00e1ce. Dlhodob\u00fd podstav, rast\u00faca komplexita, zodpovednos\u0165 a pre\u0165a\u017eenie vytv\u00e1raj\u00fa situ\u00e1ciu, v ktorej slab\u00e9 mzdov\u00e9 nastavenie znamen\u00e1:<\/p>\n<ul>\n<li>vy\u0161\u0161iu fluktu\u00e1ciu sk\u00fasen\u00fdch \u013eud\u00ed,<\/li>\n<li>demotiv\u00e1ciu,<\/li>\n<li>tlak na bezpe\u010dnos\u0165 pr\u00e1ce a kvalitu prev\u00e1dzky.<\/li>\n<\/ul>\n<p>Preto je nevyhnutn\u00e9, aby v\u00fdsledok kolekt\u00edvneho vyjedn\u00e1vania nebol iba \u201epapierovo prijate\u013en\u00fd\u201c, ale aby re\u00e1lne stabilizoval \u013eud\u00ed, ktor\u00ed dr\u017eia prev\u00e1dzku.<\/p>\n<hr \/>\n<ul>\n<li>\n<h4><span style=\"color: #000080;\"><strong>Rie\u0161enie existuje: n\u00e1vrh NOE (automat + f\u00e9rov\u00e9 p\u00e1sma + transparentnos\u0165)<\/strong><\/span><\/h4>\n<\/li>\n<\/ul>\n<p>ZO NOE z\u00e1rove\u0148 zd\u00f4raz\u0148uje, \u017ee nejde len o kritiku.
